Can an ATA Carnet be issued after the equipment has already arrived?
No. A carnet is issued only by an authorised chamber in the country the goods depart from, and it must accompany the shipment when it leaves. If your shipper has not yet dispatched, it is worth pausing to obtain the carnet rather than improvising on arrival.
